Multiple Regional Planning Positions - Naugatuck Valley Council of Governments

Summary: The Naugatuck Valley Council of Governments (NVCOG) is the regional planning organization (RPO) for 19 municipalities in West-Central Connecticut, with offices located in the City of Waterbury, and serves as the transportation staff for the Greater Bridgeport and Valley MPO and Central Naugatuck Valley MPO. Planning and project management activities include transportation, environmental, land use, emergency management, mapping and municipal shared services.  NVCOG is a growth oriented organization and is seeking qualified, experienced and motivated professionals to immediately fill four full time positions in transportation modeling, transportation planning, regional planning and GIS.     

Transportation Planner II
The Transportation Planner II will provide transportation and traffic engineering technical assistance to NVCOG’s member municipalities. The primary responsibilities will be the set-up, operation and maintenance of the NVCOG’s travel demand, travel simulation and forecasting models. Duties also include: assessment of traffic and highway operations on key corridors and intersections, evaluating high accident locations, and developing highway capital improvement project concept plans. Knowledge and understanding of the principles and practices of travel demand modeling and forecasting, and computer simulation packages is essential. A Master’s degree from an accredited college or university in urban planning, transportation, traffic engineering or a related field is required. Experience with traffic simulation software (Synchro, TranPlan, TransCAD, HCS) or similar software is required. A Bachelor’s degree may be substituted with a combination of training and work experience that demonstrates the knowledge and ability to perform the duties. Transportation Planner I 
The Transportation Planner I will conduct planning for highways, roadways, transit systems, nonmotorized transportation facilities, and public works related programs on behalf of NVCOG’s member municipalities. Duties include: serving as the Transportation and Transit Planner for the Metropolitan Planning Organization, coordinating the Surface Transportation Block Grant Program in the Naugatuck Valley region, tracking federal funding programs, developing transportation plans and projects, coordinating between the NVCOG and state and federal agencies, and consulting with town engineers and public works directors. Transit planning duties will include administration and oversight of the Greater Waterbury Transit District and serving as the COG’s Title VI coordinator and civil rights officer. Knowledge and understanding of federal funding programs and Connecticut Department of Transportation policies and procedures is preferred. The appropriate candidate must have a firm grasp of principles and practices of transportation planning. A Master’s degree from an accredited college or university in transportation planning, urban planning, engineering, or a closely related field is required. A Bachelor’s degree may be substituted with a combination of training and work experience that demonstrates the knowledge and ability to perform the duties. Shared Municipal Planner
The Shared Municipal Planner position involves evaluation and coordination responsibilities for multiple NVCOG member municipalities in the planning and implementation of programs concerning land use development and growth, as well as assisting in the development of short and long term community initiatives to manage the economic expansion of the municipalities. Duties include: providing administrative and technical staff assistance to the participating municipalities’ Planning and Zoning Commission and others at the direction of the Chief Elected Official, and reviewing various land use, subdivision, special permit and site development plans. Knowledge of principles and practices of land use planning, zoning regulations, environmental protection and architectural design is essential. A Master’s degree from an accredited college or university in urban, regional, or environmental planning, public administration, engineering, or a closely related field is required.  A Bachelor’s degree maybe substituted with a combination of training and work experience in the required or related fields that demonstrates the knowledge and ability to perform the duties. GIS Planning Assistant
The GIS Planning Assistant position will provide planning and technical support for a variety of environmental and transportation planning projects. Candidates must demonstrate the ability to create and maintain databases, prepare technical written reports, and be proficient in Geographic Information Systems. Specific qualifications include:
  •  Proficient in GIS (ESRI ArcGIS 10.x and extensions) and knowledge of ArcGIS Online and Story Maps
  •  Experience with compiling, mapping and editing spatial data • Knowledge of principles of cartography and graphic design
  •  Experience working with diverse data sets from federal, state and local agencies
  •  Knowledge of general principles and practices of municipal and regional planning
  •  Knowledge of HTML, Python, InDesign, Photoshop is a plus

A Bachelor’s degree from an accredited college or university in planning, environmental studies, natural resources, geography, or a related field is required. Some work experience and demonstrated knowledge of GIS is preferred. 

Salary: Depending on qualifications -- $45,000-$55,000 for Transportation Planner II; $40,000$50,000 for Transportation Planner I; $40,000-$60,000 for Municipal Shared Planner; $40,000$45,000 for GIS Planning Assistant. (35 hours/week, full time). Benefits include a comprehensive health insurance plan, including dental and vision, and retirement.
