MS4 Consultant On-Call List

Under the new Connecticut MS4 permit, all regulated municipalities are required to register with the DEEP MS4 program and submit an updated Stormwater Management Plan (SMP) by April 3, 2017.  In order to assist municipalities with this initial phase of MS4 compliance,  NVCOG issued an RFP to create the pre-qualified list, below, of firms willing and able to provide consulting services to assist with SMP development and program registration.
 
A quality-based selection process that should meet town procurement requirements was used.  The selection process was conducted by a subcommittee of the NVCOG Transportation Technical Advisory Committee (TTAC).  Review and selection criteria included: 
  • Quality of proposal, presentation 
  • Understanding of new CT MS4 permit compliance
  • Firm experience with MS4 permitting tasks
  • Staff qualifications
  • Experience working in Connecticut and NVCOG region
  • Hourly and Lump Sum Pricing
On Friday, December 9, 2016, the NVCOG approved the TTAC subcommittee's recommendations to select the following firms to the on-call list:
